Stream Restoration of Morningside Creek Downstream of Casebridge Outfall

The City of Toronto plans to rehabilitate a stretch of Morningside Creek east of the Casebridge Outfall. Previous repair and restoration works were completed by the City in 2014 after a knickpoint (a steep region along a watercourse profile that can migrate upstream through erosional processes) had developed and lead to the collapse of previously concrete lined channel immediately adjacent to the Casebridge Outfall. Previous works included stream rehabilitation and stabilization for 120 m upstream and downstream of the Casebridge Outfall, armourstone walls and tie into the outfall, armourstone weirs, and an armourstone floor from the outfall to the creek bed.

The purpose of the current project is to provide longer-term stream stability to the Casebridge Outfall by extending the restoration of Morningside Creek downstream of the existing restoration works, and provide a gradual transition from the hard erosion protection approach at the outfall to the more naturalized system downstream. This will mitigate future knickpoint development in the reach, which will minimize the need for future construction and disruption of Morningside Creek.

Four armourstone weirs are proposed at observed knickpoint locations. The existing vegetated rock buttresses on the site will be tied into a toe protection treatment (double layer of boulders at the waterline) that will extend approximately 35 m downstream. Live stakes will be installed on the vegetated bank/bar locations of the reach. It is proposed to nourish the natural channel bed with imported quarried stone to further prevent downcutting of the watercourse, and provide additional fish habitat.

March 10, 2023 – Parks Canada intends to make a determination regarding whether the carrying out of the project is likely to cause significant adverse environmental effects. To help inform this determination, Parks Canada is inviting public comments until April 9, 2023 respecting that determination.
