Conlins Road Stormwater Management Facility Outfall Restoration

The City of Toronto plans to rehabilitate the Conlins Road Stormwater Management Facility (SWMF) Outfall and Morningside Creek Confluence. The existing corrugated steel pipe outfall culvert was constructed in the 1980s and has created a perched condition at the culvert's downstream end. Subsequent scour has resulted in erosion of the surrounding embankment that has exposed the culvert to the point that it is beginning to collapse. Erosion has also been noted downstream of the culvert outlet to the main channel confluence of Morningside Creek.

The purpose of this project is to rehabilitate the existing Conlins SWMF outlet culvert and about 50 m of the downstream channel using natural channel design principles, and to restore the terrestrial and aquatic habitat downstream of the culvert. As part of the outfall rehabilitation, a drop structure and an armoured outlet pool will be constructed at the outlet of the culvert to dissipate energy and safely transition flows from inside the pipe to the Conlins channel. The failing culvert will be rehabilitated with a structural spray liner to maintain the structural integrity of the culvert and reduce the risk of further failures.

The work on Parks Canada property includes removal of approximately 60 trees, setting up a staging area and a material slide in a slope area, and rehabilitating the culvert and a portion of the downstream channel.

April 9, 2023 – The public comment period on the project is closed. Parks Canada is considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
