Mixed Use Development at 70 Richmond Road and 376 Island Park Drive in Ottawa

Devtrin (Island Park) Inc. is proposing to redevelop the property at 70 Richmond Road and 376 Island Park Drive with a nine (9) storey mixed-use building. The subject property is located on the southwest corner of the Richmond Road and Island Park Drive intersection in Ottawa. The proposed development will replace the existing detached dwelling and surface parking lot with a mixed-use building and restore a designated heritage building.

 

The proposed development will remove the existing driveway to the heritage gas station at 70 Richmond Road, and the existing driveway for the detached dwelling at 376 Island Park Drive. The roadway and boulevard will be reinstated with a concrete pedestrian sidewalk, grassed boulevard and landscaped elements. Ground-oriented townhouses will have direct access to the sidewalk.

 

The proposed development borders Island Park Drive which is owned by the National Capital Commission (NCC).  The part of the project on the right of way owned by the NCC (Island Park Drive right-of-way) is subject to a federal land use, design, and real estate transaction approval under the National Capital Act.

 

A watermain connection is proposed within the Island Park Drive right-of-way to service the proposed building. The roadway will be reinstated to its current state after the connection is complete. Maintenance and liability for the watermain and roadway lies with the City of Ottawa.

 

Three (3) mature trees have been identified within the Island Park Drive right-of-way which includes a Siberian Elm and two (2) Elm cultivar in good condition. One tree has a significant split in the main trunk and is proposed to be removed and replaced. A total of four (4) new trees will be planted within the site and along the public street frontages to compensate for the loss of trees, and to enhance the street tree canopy and public realm.

 

Other landscaped elements include seating walls and a new plaza space at the corner of Richmond Road and Island Park Drive with planting beds. The existing pedestrian sidewalk along the frontage will be replaced with a concrete sidewalk. Maintenance and liability for the landscaped spaces will lie with the City of Ottawa and the developer.

 

Construction on the site is expected to start in spring 2023 and completion is anticipated for winter 2025/2026. Construction work will respect all municipal by-laws, including noise and waste management. The site will be fenced during construction and site access will be primarily from Richmond Road.

 

The site currently has suspected contaminated soils because of historical uses on, and around, the property. The access road will require excavation and disposal of contaminated soils at an approved waste disposal facility.
