Tank Modifications - Halifax Harbour Terminal

Irving Oil is proposing to provide the capability at its existing Halifax Harbour Terminal facility in Dartmouth, Nova Scotia, to blend ethanol up to 15% (by volume) with its gasoline products. This project will require the conversion of Storage Tank 7, which is currently in marine gas oil (MGO) service in the facility's lower tank farm, to ethanol service. The tank modifications will include the installation of an internal floating roof.  The existing MGO pumps, marketing and marine lines will also be converted to ethanol service.

This project is in line with Irving Oil's commitments to regulatory compliance and to operating sustainably, as blending low carbon fuels such as ethanol reduces the greenhouse gas (GHG) emission intensity of the product.

Notice of Determination  - August 26, 2022 – The Halifax Port Authority has determined that the proposed Tank Modifications – Halifax Harbour Terminal is not likely to cause significant adverse environmental effects

This determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public; and
  • technically and economically feasible mitigation measures.

Mitigation measures taking into account for this determination are:

  • The installation of an internal floating roof

Halifax Port Authority is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.  Therefore, the Halifax Port Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
