Sq'ewlets - Squawkum Creek IR#3 Water System Upgrade

Proposed water system upgrades on IR3 include:

  • New water treatment facility/pumphouse at existing wells/pumphouse site; new lines from existing wells to facility; connect lines from new facility to existing water supply line to the reservoir; new BC hydro connection to facility.
  • Proposed new reservoir (location and size to be determined) at location adjacent to existing reservoir. New piping to reservoir from existing reservoir; piping reconfiguration.

The project area is situated primarily in previously disturbed areas adjacent to existing housing and along road right-of-ways; and forested areas on one side dominated by western hemlock, coastal Douglas-fir, western redcedar and big leaf maple. The project area has been generally cleared of vegetation as an existing reservoir and access road are already present. A total area of 200 m2 will be cleared to accommodate the proposed infrastructure. No trees are present in the project area. Ground clearing should be completed between August 18th and March 17th to minimize potential impacts to ground-nesting bird species. Squawkum Creek is located outside of the project area, but within 40 meters of the project area boundary.

Mitigation to avoid impacts to the species and wildlife in general, can be minimized by adhering to the following measures:

  • Limit vegetation clearing to the project footprint.
  • Plan to install new infrastructure within previously developed areas to the extent possible.
  • Conduct ground disturbing activities at the appropriate time of year. Based on the geographic location and habitat type of the project area, ground disturbing activities should be completed between August 18th and March 7th. Alternatively, have a Qualified  Environmental Professional assess the area for the presence of nesting birds prior to clearing.
  • Should wildlife enter the project area, works will be temporarily halted to allow the wildlife to leave. The environmental representative will be notified.

Adverse effects to noise-sensitive receptors will be avoided by:

  • Restricting working hours to occur between the hours of 7:00 am and 7:00 pm, and
  • Avoiding unnecessary vehicle/equipment idling. Idling will be permitted while working under cold conditions.

The plan for waste management and spill prevention, and materials sourcing are described below:

  • All machinery used within the project area will be free of excess oil and grease;
  • Sand, gravel or rock required for the project will be sourced locally and will be clean and free of contaminants. If material is not sourced from an accredited facility, a soil analysis is recommended if there is a possibility for contamination.

The project is not anticipated to produce a large volume of waste.  Typical construction waste is anticipated to be generated including: waste wood, metal, plastics, concrete and food packaging waste.  All materials are to be disposed of at an appropriate facility. All necessary mitigation measures should be provided to minimize the potential for adverse impacts during construction.
