Placement of Permanent Fill below the Upper Control Water Elevation, Five Properties Bordering the Rideau Canal National Historic Site: 845 Artemis Circle, 4563 Stairstep Lane, 4065 Hiawatha Lane, 5496 Old Mill Way, and 7407 Rideau Valley Drive South

The owners of five properties bordering the Rideau Canal have applied for a work permit to place permanent fill below the Upper Control Water Elevation. Four of these projects relate to placement of riprap in order to stabilize shorelines, and the remaining project relates to the installation of a crib dock. All project locations have observations of one or more species at risk turtles within 500 m of the property. The Basic Impact Assessment will focus primarily on possible negative effects related to placement of rock fill on the bed of the canal below the Upper Control Water Elevation. A short synopsis of each proposal is below:

845 Artemis Circle
The owner of the property proposes to place rip-rap along a 50 ft. section of shoreline in order to prevent further shoreline erosion. The shoreline of the property is well vegetated, so an encroachment onto the bed of the river is proposed in order to prevent impacts to the shoreline buffer. Assuming a 2:1 slope, the total area of encroachment is estimated to be 150 ft2 (14 m2).

4563 Stairstep Lane
The owner of the property proposes to place rip-rap along a 50 ft. section of shoreline in order to control shoreline erosion. The shoreline is steep in this location, and due to the height of the bank the riprap will encroach onto the bed of the canal. The total area of encroachment is estimated to be 300 ft2 (27.9 m2).

4065 Hiawatha Lane 
The owner of the property proposes to place rip-rap along a 300 ft. section of shoreline in order to control shoreline erosion. Due to the proximity of existing upland structures and the presence of a well treed shoreline, a 2:1 slope cannot be entirely cut back into the shoreline and encroachment is expected up to 5 ft (1.5 m). The initial Phase 1 project in 2021 will extend across 80 ft of shoreline, and the total amount of encroachment is estimated at 400 ft2 (37 m2). Phase 2 of the project will occur in future year(s) and will involve riprap stabilization across the remainder of the property with an estimated encroachment of 1,100 ft2 (102 m2). The combined total of estimated encroachment for Phase 1 and 2 is 1,500 ft (139 m2).

5496 Old Mill Way
The owner of the property proposes to construct an addition to an existing dock and to replace the existing gabion basket shorewall with riprap, including encroachment of rock to protect the root systems of two shoreline trees. The estimated area of encroachment of rock on the canal bed is a maximum of 323 ft2 (30 m2) of riprap.

7407 Rideau Valley Drive South
The owner of the property proposes to remove a floating dock and install a crib-supported dock. The two cribs will both measure 5 x 5 ft., with a total area of 50 ft2 (4.65 m2), and are considered permanent fill on the bed of the Rideau Canal. The cribs will be open faced and constructed with cedar.
