Construction and Upgrade of Access Roads at Naval Radio Station (NRS) Mill Cove, Lunenburg County, Nova Scotia

The Department of National Defence (DND) has determined the requirement for construction of three access road extensions and upgrade of existing access roads at the Naval Radio Station (NRS) Mill Cove site in Lunenburg County, Nova Scotia (NS). The new access road extensions will provide direct access to the three radio antennae at the site, and the upgrade of the existing access roads is required to ameliorate existing roadbed conditions. The property is used as an NRS receiving site consisting of the antenna field with site operations buildings, a maintenance area with associated buildings in the central portion of the property and a surrounding forested buffer area. The antenna field and associated operations and maintenance areas are fenced, and access is controlled. Access to the property is along a gravel road off Route 329. Approximately 85% of the property is forested lands (excluding the antenna field) and according to a recent wetland survey the property contains a total of 169 ha of wetlands. The Project will consist of placement of granular topping on existing access roads and the construction of three new access road extensions by placement of rock fill and granular topping at NRS Mill Cove. Based on the scope of the work, there will be direct impacts to wetlands at the locations of the access road extensions, and compensation will be required for loss of wetland value and function. DND and Environment and Climate Change Canada ECCC are working towards determining an acceptable compensation option.
