Approve fording river castle mountain expansion

The approval of the castle mountain expansion should be a yes. The fording river mine mines coal for making steel not thermal coal which is used in thermal generation for power. This is the expansion of an already existing mine not a ground up new start. Yes selenium has been a contentious issue. There is plans in place to try and reduce the effects of over 100 years of coal mining in the elk valley. Teck is trying to deal with the mineral issues in the water.
