Enbridge Gateway Project – Draft Joint Review Panel Agreement Released for Comment

Ottawa - September 29, 2006 - The Honourable Rona Ambrose, Minister of the Environment and Minister responsible for the Canadian Environmental Assessment Agency (the Agency), today announced that the proposed Enbridge Gateway Pipeline and Marine Infrastructure project has been referred for assessment by an independent review panel.

The review will be conducted jointly with the National Energy Board (NEB) and will satisfy the requirements of both the Canadian Environmental Assessment Act and the National Energy Board Act.

"Public discussion and debate are crucial elements in the review process," stated Minister Ambrose. "The public process will help Albertans and British Columbians to understand the potential impacts of this complex project which passes through diverse ecological regions and zones."

The Agency is now consulting on the draft Agreement that will establish the mandate and authorities of the joint panel, its composition and project review procedures. Comments in either official language received by the Agency no later than November 27, 2006 will be considered.

After taking the comments into consideration, the draft Agreement will be finalized and made public. A copy of the draft Agreement can be found on the Agency's Web site.

Gateway Pipeline Inc, on behalf of the Gateway Pipeline Limited Partnership (Gateway) proposes to construct and operate pipelines, 1150 km in length, between an inland terminal near Edmonton, Alberta and a marine terminal near Kitimat, British Columbia. About 500 km will be in Alberta and 650 km in British Columbia. The project will include:

  • an export oil sands product pipeline;
  • an import condensate pipeline;
  • terminalling facilities;
  • integrated marine infrastructure at tidewater to accommodate loading and unloading of oil and condensate tankers; and
  • marine transportation of oil and condensate.


The Canadian Environmental Assessment Agency administers the federal environmental assessment process, which identifies the environmental effects of proposed projects and measures to address those effects, in support of sustainable development.
